An exciting opportunity has arisen for a Parks Contract Manager, within our expanding and enthusiastic Parks Team.  

The role of Parks Contract Manager is a key post in the Enable Parks team.  Your responsibility will be to take control of all daily works instructions assigned to two key contractors working throughout the borough, managing budgets and over-seeing the successful delivery of planned and ad-hoc works relating to horticulture, sports pitch provision, ecological work, cemeteries, cleansing and playgrounds. 

We are looking for a diligent and energetic individual who thrives on juggling multiple, complex tasks. You will need to have a keen eye for detail and quality, identifying any problems quickly and implementing processes to achieve desired outcomes.  Your administrative talents will ensure smooth running of a £2.6m annual contract which delivers grounds maintenances services in all greenspaces.   

The borough of Wandsworth has one of the richest varieties of open spaces in central London.  Enable Leisure and Culture is a non-for profit charitable organisation and the lead contractor employed by Wandsworth Borough Council to manage greenspaces throughout the borough including the management and maintenance of 32 parks and open spaces. 


Responsible to the Parks Operations Manager for all aspects of the day-to-day management of the grounds maintenance and playgrounds contracts.   

Responsible for the efficient management and operational monitoring of the ground’s maintenance and playgrounds contractors. 

Day to day management of the Parks Operations Team consisting of five specialist parks staff who oversee biodiversity, horticulture, landscaping and playground maintenance works. 

Ensure the cost-effective operation of the Parks, Play and Cemeteries contracts, which have a current value of £2.6m p/a. 

Develop existing relationships with the contractor team, relevant industry bodies, sub-contractors and horticultural and amenity product suppliers to allow strategic leadership on all aspects of managing the horticultural operation and the provision of an exemplar service.

  • Responsible for the day-to-day management of Parks and Open Spaces, Playgrounds, Cemeteries and highway amenity areas ensuring that horticultural grounds maintenance, litter picking and sports pitch maintenance are carried out together with grave digging duties and cleaning contractor duties in accordance with the approved contract. 
  • You will be responsible for the contractual obligations of the incumbent grounds maintenance and playground contractors and the works they carry out across all parks and green spaces. 
  • You will be responsible for ensuring Parks and Open Spaces remain clean, tidy and safe environments to visit.  Ensuring adequate litter collecting process are in place boroughwide and oversee existing green waste recycling operations to contribute to our environmental aims. 
  • Identify all repairs and maintenance requirements to parks infrastructure and buildings and report for action through appropriate channels. 
  • Provide monthly reports regarding the contractors performance on the cemeteries contract with particular regard to grave digging. 
  • Responsible for all aspects of direct contract management and administration, including maintaining all financial records, budget statements, raising and monitoring all orders (including sub-contracted works), rectifications and defaults, as well as health and safety requirements.   
  • Carry out daily monitoring of the Horticultural Maintenance and Cleaning Contractors performance ensuring compliance with the contract specifications and the clients guidelines. Monitor all instructed parks project works through to completion approving sign off where necessary, providing assessments and/or financial reports when required. 
  • Ensure the delivery of sports pitch renovations and support the provision of first class sports pitches. 
  • Maintain and develop strong working relationships with the Contractor’s management team and provide the Operations Manager with up to date and accurate information for meetings, reviews as necessary. 
  • Responsible for adhering to Enable Leisure and Culture’s corporate policies of Equality, Health and Safety, Staff development and code of conduct, Safeguarding and the Company’s Values, Vision and Mission statement.   
  • Undertake other related duties as directed by the Head of Parks, including the provision of advice/assistance to other departmental services and as required to attend meetings outside normal working hours. 
  • Relevant experience in the landscaping and/or horticultural sectors. 
  • Previous contract or operational management experience. 
  • A strong understanding of amenity horticulture, sports provision processes and equipment. 
  • Relevant experience managing sub-contracted or direct labour in the horticultural, maintenance or landscaping sectors, as well as hands on experience in a landscaping/horticultural setting. 
  • Be confident in evaluating risk assessments and proposed methods of working by a range of contractors and utilities companies carrying out projects in open spaces, providing analysis of both and understanding the impact of works. 
  • Proven ability to collect and maintain comprehensive, accurate records including budgetary information, maps, works instructions, and horticultural monitoring data 
  • Experience working collaboratively with and providing support to internal departments. 
  • An awareness of the needs of a range of users, stakeholders and partners in a parks and open spaces setting. 
  • Diligent in maintaining records and managing costs through an approved budgets process. 
  • A positive action-orientated approach. 
  • Be fully proficient in the use of word, excel, outlook and bespoke systems, plus some experience/knowledge of GIS and mapping software. 
  • Be able to travel around Wandsworth regularly as work requires, and further afield as and when necessary. 


Skills and abilities: 

  • Excellent communication skills, including a demonstrable ability to analyse technical information and re-present it (written and verbal) to a varied non-specialist audience such as other land managers, friends’ groups, and site visitors. 
  • Excellent interpersonal skills and the ability to build working relationships with a diverse range of partners including managing staff and volunteers delivering practical land management. 
  • The ability to work independently using your own initiative and prioritise effectively whilst at the same time working collaboratively as part of a team on common goals and shared projects to ensure the work programme is delivered effectively. 
  • Be able to travel efficiently around Wandsworth daily and able to work occasional additional early morning, evenings and weekends as operational requirements dictate, for which time off in lieu will be given.
